Cops Accused of trying to Frame a Woman

Four cops in Hollywood, Florida, are accused of trying to frame a woman over a fender-bender. Now come on now is this really news to anyone?  Things like this have been going on for years in some places.  And while not all cops are dishonest there are those few that give a bad name to the profession.  I think this kinda outlines the whole problem with the police forces.  There is this "Wall of Blue" that goes up and that is used amongst cops themselves.  So I ask, how is this any different than the common street thug or mobster?  Really it's not but has become an accepted part of life.  

How can we expect cops to take criminals off the street when they themselves dally in questionable behavior and subscribe to a code ("Wall of Blue") that goes contrary to their duties?
